If you are traveling in Third World countries typically their custom is to barter. Even the local people barter on a day-to-day basis.

The merchants typically have two prices they have the local price for the people that live in that country and they have the tourist or Forner price.
Bartering is the way of life in these countries and so I highly recommend that you start to do some bartering. Bartering usually is done at outdoor markets,taxi drivers, hotels, Street merchants, just about anybody that approaches you to buy their products.

Don't be shy just give it a try. I typically will take the price that they say they want and then cut it in half and start my negotiation there. They will say no and then I asked him what is the best price they will tell me something slightly lower I then come back with an offer slightly above my original offer. We can do this for a while and then when I feel that I'm at my lowest that I want to offer I say that's my final price and start to walk away and typically they will stop me and sell it to me at that price.

You're not offending them in fact you will notice that they have a big smile on their face because they made a sale and have some extra money in their pocket.
