Once an enforcer ticks that little "impounded" box on the ticket, there's no way the vehicle can be released anymore.

There are carbon copies of the ticket and every ticket must be accounted for.

Those encoding the tickets in the office will check with the impound lot to make sure the vehicle actually made it there and that the relevant fees were paid.

Any mismatch will put the enforcers job at risk and raise suspicions of corruption.
