The MMDA receive a LOT of complaints about Jeepneys blocking multiple lanes along Tandang Sora and after a few operations in that area, the Jeepney drivers started becoming extremely reckless and disobedient.

As soon as they see or hear the MMDA coming, they'd run back to their jeeps and try to speed away.

In their attempt to flee, they'd swerve between other vehicles and pedestrains, often coming close to hitting them.

If enforcers did manage to catch up, they'd still try to escape, even if it risked knocking enforcers off their motorcycles.

To mix things up and send a clear message, the team formulated a plan with half the enforcers coming from the front and half from the back - blocking the Jeepneys and forcing them all to take tickets.
