Sometimes people ask, why don't the MMDA just install CCTV on every street and then dispatch a team when they see a problem?

It's easy to know about problems. The hard part is doing something about them. There's a limit to the manpower and resources of the MMDA and they can't be everywhere at once.

That's where the Barangay comes into play. They have Kagawads, Tanods, BPSO and sometimes even special street clearing teams. They're the first level of defence.

Next comes the City. For example in Manila City, they have their equivalent of the MMDA which is known as the MTPB. They have clearing teams and trucks, just like the MMDA.
