Puto Flan/Puto De Leche

4 Egg yolks
3/4 cup condensed milk
1 teaspoon vanilla

PUTO
2 Cups All Purpose Flour
2 Tablespoon baking powder
2/3 cup fresh milk /evaporated milk
1 cup sugar
1/2 teaspoon vanilla
1 1/3 cups water
